.ru websites not working in Russia

There are some user who are working in Russia and connected to Delhi and Chennai zen node as this is hard coded in pac file . Now they are facing issue with some website when connected to home router connection only. However there is no issue when connected to mobile hotspot connection or to the corporate connection.
When we disable zia on home router connection where issue is . The issue disappear and comes back once zia is enabled. This is intermittent issue. Traffic is allowed in zia. Ipv6 was disabled on user system. Still issue is there. Dns flus was done.
